What is it: HERS stands for Home Energy Rating System. This process is a field verification and diagnostic testing service developed to
show compliance with the “California Building Energy Standards”.
Why it's important: A study conducted by National Comfort Institute shows that the average HVAC system is only performing at 58% efficiency. Don’t get lumped in with the national average. Prove the high quality and performance of your work with diagnostic testing.
“QII” could only be required in a new home or when an addition is added to an existing home. In this case, specific information about the insulation requirements can be found in the CF1R page of the Title 24 energy calculation. This CF1R should be part of the blueprint set submitted to the building department for permit application. Learn more below.

Quality Installation of Insulation (QII)
This HERS Verification must be completed before the interior wall and ceiling coverings have been installed (pre-drywall). This HERS verification requires that not only the minimum “R” values of the insulation have been installed, but that it has been installed to meet all of the requirements of - 2016 Reference Appendices (RA3.5).
No gaps, voids or compressions are allowed. Full insulation contact with all 6 sides of wall assemblies is required. Splitting insulation around pipes and wires and cutting to fit around obstructions like electrical boxes is also required.
